I think if you search "motion capture" in Google or YouTube you might find the answer. They put some bright dots on the live action person's face and body to record their motions, then transfer that to a computer animation.

If you want a more 2D solution to this you could try rotoscoping animation. It's where you draw over live-action footage to create a 2D animation.
