US attracts some of the biggest minds and invest huge in science. But it is more about the right place than the right country.

Countries compete for the best science talent by offering funding for research. Funding is what covers expenses of conducting research and provides a stipend to researcher. Countries that provide most funding are counted at the top in sciences. As future research student, always go where funding is. So to answer your question it is not so much which countries are more in tune but which countries support science financially and policy wise.

I would say all countries give their best effort to science in their own right. I would pose this question as which schools are on the top for biology etc (MIT, UC Berkeley..)
