1) First, do a college research and then lists some of them from Top 3 school that have the major you want to be in, if it is online, in person or hybrid, then you want to make sure you view their cost of tuition, and lastly check the admission requirement to see what you need to sent them before the application due date passed and see what application system they might used.

2) Prepare to take SAT/ACT by college board to fulfill those criteria but some college are test optional, just make sure the college you are applying to are test optional and if not, you might had to take them by the end of your junior or senior year.
You can signed up by making your own account there and putting information that are required to make the account, you do need to pay exam fees and if you can’t pay the exam fees, they do have other options under exceptions which are shows on their page

3) Ask teachers or school staffs for letters of recommendation once you enter in your senior year. Plan a draft and then write your personal statement essays or any other supplementary essays on your college application. You have to submit your high school transcripts and test scores, then fill out FAFSA (Free application for federal students) and CCS profile as needed.

4) Review all the materials and submit through their application system, then wait for some update of your application status onto their systems.

Start by researching schools that offer the majors or programs you're interested in. Check their requirements and consider factors like location, school size, cost, and campus life. Make a list of schools you might want to apply to.

Next, gather the materials needed for applications. Most colleges require your high school transcript, sometimes test scores, and a personal essay about yourself and your interests. You'll also need recommendation letters from teachers or counselors, so think about who you could ask.

When senior year begins, it's time to submit applications. Many students use the Common Application to apply to several colleges at once. After applying, schools will review your application and send their decisions a few months later. Then, compare offers, review financial aid options, and choose the college you want to attend. Taking it step by step makes the process easier to handle.
