The charge nurse is an experienced nurse who manages of all nurses and patients during his or her shift only. The nurse manager manages all nurses who are employed on the unit at all times, including the charge nurse, and usually performs administrative duties like hiring, meetings with the higher ups in the hospital, approving vacations, and other boss duties.

The Charge Nurse is responsible for only those nurses who work during their shift in their unit and is on the frontline, while a Nurse Manager is responsible for all personnel in the nursing department (including hiring decisions, budget, etc.). If you've ever worked retail, the Charge Nurse is the manager on duty while the Nurse Manager would be similar to a Store or District Manager. Hope that helps!
