What are Liberal Arts colleges? What makes them different from a private/state university?

Most of the Liberal Arts colleges are private and likely have higher tuition. They usually have 1/10th the number of students compared to major public Universities.
So you'll have to do the research on which major and type of college makes the most sense for you. https://www.usnews.com/best-colleges/il has the ranking for IL schools. You may find that a public school will be much more cost effective due to lower in state tuition unless you can get a good scholarship at a Private school.
