Hi Matab H.,
I am not from that country but I am an International Student in the United States and I had to talk with the University of Michigan where I am know to ask them what the requirements for going to a University.
Step 1: Make sure you have an up to date passport/ and go to the country Ambercy and you have to take a test base on your level of the language.
Step 2: Make sure that you have enrollment papers before you do that, because they might not give you a visa.
Step 3: Make sure that you fill out the Visa and make an appointment before you go and also get travel insurance.

Taking Universiti Sains Malaysia as an example, you may assess to the official website which has the guidelines on how-to-apply and brochure on the international students.

Hi Matab H.,

I am not from Malaysia, but I think in general, first check the university website if there's any. If yes, you may explore that website maybe they post some announcement there, you may also reach the university through email. You ask them questions, and let them know that you will be from another country. Mostly There are additional requirements for International students like of coure your passport and other travel requirements.
