Is it true that California colleges are not allowed to offer aid to out-of-state students?

They did not offer me anything but loans and that was their explanation. #veterinary #financial-aid #scholarships #college

Hi Mary - Unfortunately, that seems to be the case in California. Check out these links for additional information. 1. https://goo.gl/kgEiwj 2. http://financialaid.berkeley.edu/scholarship-search 3. https://www.quora.com/How-do-out-of-state-students-afford-UC-schools

When I was accepted to a California public school out of state they said that no merit aid was available but that need-based aid was available. I was offered a grant/partial scholarship based on my parents' income.
