Is it true that California colleges are not allowed to offer aid to out-of-state students?

They did not offer me anything but loans and that was their explanation. #veterinary #financial-aid #scholarships #college

When I was accepted to a California public school out of state they said that no merit aid was available but that need-based aid was available. I was offered a grant/partial scholarship based on my parents' income.
