If you want to start with basics, I would suggest looking into HTML, CSS, and JavaScript for front-end development.
You can also use React once you have familiarized yourself with HTML and CSS.

To build a website, you must choose one of the available platforms.

You'll find a lot of them, but I recommend you choose Wordpress, as it's the easiest to use so that you can build a website in a shorter period.

After that, I recommend you learn more about the platform to get used to the plugins, themes, and more.

Using Wordpress will allow you to learn how to build it, and also, you'll be learning to use a platform that many website owners have and need help updating.

There's a bunch of ways to build a site these days.

If you want to learn how to build one from the ground up in the most basic of ways, I would do as Shaffaq’s answer says and learn HTML, CSS, JS and then a JS framework like React.

If you just want to make a quick personal website, there's a lot of products out there that can make you build one without code like WiX, SquareSpace (though I think you need to purchase now - they have student discounts it seems), WebFlow, Canva, and I'm sure a bunch of others! Also Wordpress is a CMS that has ready made templates you can customize. Lots of options out there for you to explore there.

I would get clarity on why you want to make a website and go from there. Do you just want a resume like site? Do you want an e-commerce site where you sell items? Or are you just trying to learn how to build one from the ground up for your career in the future as a developer? This will help narrow some things down! :)

I would suggest learning to make a simple website are HTML and CSS. If you have no experience with these you can find several tutorials
online. One such place would be https://www.w3schools.com/. You can do it all in your browser and learn the basics quickly. I would also suggest using YouTube as well there are lots of coding resources that can help you on your journey.

With these two languages you can do a lot, and if you want to do more, you can always look into other languages. If you want to build a website that you have hosted on the internet, and have the funds to support that, others have provided great answers on how to achieve that.
