Hey Brianna,

I don't believe there is a "typical" length of time to become established as an artist. That said, generally several years. Of course, where you live and what branch of art you are interested in will affect your timeline. Are you looking at being a commercial artist, a fine artist, etc? If art is your passion, then go for it.

Like many of them have already said, it generally doesn't need a typical time period. Its all about how good are you with your stuff. That can vary person to person depending on their interest to excel in that and pursue that. Being a small time photographer, I can say if you choose to get into photography, you need to start with a DSLR and you can start clicking random pictures. As said by some genius person, "The first 1000 pictures that you click will be the ugly ones". So with time you get to know how to play around with different settings and composition. Once you know that and you have sufficient tools for the purpose, a DSLR, 2-3 different types of lens, tripod, filters and lights, you're almost good to go. With more practice, I can assure that you will ace the art in a matter of 6-8 months. That should be good. This would be for indoor, fashion and portrait photography. If you want to dive into the world of Wildlife photography, that needs some patience as it will take days to find a proper shot waiting for the animals you want to shoot. So that takes time and the other one would be comparatively easy like I mentioned before.
