What is the best way to help students improve their skills for answering history stimulus questions in an AP history class (Either AP World History or AP U.S. History)?
I've tutored another student who's had trouble with them but I'm not sure how to help her improve.

I would start with Aravind's answer.
But, frankly, it is not easy to help other students improve in courses, but,, every instance is unique.
And much of it depends upon prep. One cannot do well with questions that they do not understand and for what reason? How much reading has the person done? What has the person done in the history classes themselves?
In my opinion, it must begin with the class itself, the material as well as the teacher and how the class is conducted, which does not work well for every student.
And, what kind of help is the student seeking?
One of the favorite idioms of one of my favorite students was "You can lead a horse to water, but you can't make it drink", obviously talking about other students in her class, meaning that many of their problems centers upon themselves and their approach to academics.
And that is about as far as I am going to take this as I do not have any information about the student you are attempting to help.

Identify the source: Who wrote it? When? Why?
Understand point of view (POV) and purpose.
Use HIPP or SOAPSTONE strategies to dissect documents:
Historical context
Intended audience
Purpose and Point of view
Identify the main idea and historical significance
Model elimination strategies and process of elimination
Teach them how to spot distractors that are factually correct but not relevant to the stimulus
