If you live in California, going the public university route is a great idea! It will save you a lot of money in the long run. The link Ann provided is a great starting point. Ultimately, in the industry, you are going to be looking to do two things, learn the skills you need and make contacts. The skills get you ready and the contacts help get you in the door to see what you can do. So make sure you look and see who the current faculty are at the schools as there may have been turnover since these reports came out.

Further, these reports are an attempt based on someone's system to assign an objective value to a subjective thing. Their metrics may not align with what you think is important. They are a good starting point but can't override how you feel. The best school is the one where you feel at home and valued.

I teach improv and have had kids get blown away by the presentation of a school and its ranking only to end up unhappy there because it didn't actually fit their needs. Acting is deeply personal and vulnerable. You have to start from a place of safety and comfort, no matter what the ratings say.
