Computer hardware engineering is very big domain and there are multiple streams that you can pick to pursue your career. For example there are folks who works on storage, some works on networking devices , some specializes on memory subsystem etc.
At high school level you can start by analyzing these subsystem at high level, take apart your PC and look for various components it constitute of.
This will help you understands things when you take courses in your college and can focus on domain that interest you more. Also, you can join robotics club if possible to get more hands on embedded subsystems to get better hang of hardware & software working together.

If you want to design computer hardware then the most appropriate degree to get would be Computer Engineering, which focuses on exactly what you want. There are a number of great schools across the country with this major, it can be found at most schools with a large engineering department. I would recommend you spend some time learning basic programming and playing with a raspberry pi or arduino if you want a head start, there are plenty of interesting projects to be found online with those.

Computer hardware is a tough field but can be very rewarding, I wish you the best of luck!

In addition, to getting your degree I would recommend seeking out internships in the summer. They will give you opportunities to learn what you are passionate about and different cultures/styles within the companies themselves. Hardware engineering is a big field and there are a lot of opportunities, honing in on your craft will be valuable as you shape your future.

All the other answers sound good. I want to add that the best hands on learning experience you can get is by getting hold of a microcontroller, like an Arduino board, and learn to do small projects with it. It will help build up your coding skills as well as give you a glimpse of the basic hardware components on a computer board.
