Yes, people can buy your art. You do not necessarily need a degree to pursue this. However, it may give you more tools to use. So, do not ever curb your enthusiasm. Use whatever you learn to express yourself.
Two things:
First thing, whenever you express yourself, other people will appreciate what you create and it will make their day more meaningful.
Second thing, your creation will inspire others to do their things and inspire others themselves.
Basically, use all the tools you can get your hands on and keep it going. Degrees may just give you more tools.

If you want a Bachelor's degree in Art, than it normally take 4 to 5 years to achieve this goal.

Depending on your major it may vary. Generally, 2 years can get you a degree in art. I attended the Art Institute of New York City and received an Associated Degree in Fashion Design.
