Practice! Often. I know, this sounds cliche'. But really though, if you want to learn a new program or software then just start using it. YouTube along the way to learn new things. Sometimes having something to show for the skills you've learned (graphics you designed, site you coded, etc.) is enough to show that you posses the skills, you don't always need a certificate of sorts to prove yourself.

Hey Mary,

It really depends on what skill you want to learn. There are tons of videos online that can show and teach you new skills. YouTube for example, is a great place to start. If you want to learn how to change oil in your car, go to YouTube. However, if you want to learn how to fly a plane, it would probably be better to learn from a pilot or aviation school. If you're not into videos, Reddit has some great pages called subreddits that you can learn from for any particular skill. Reddit is forum based, so you can ask personal questions and interact with others rather than YouTube where it's harder to reach the creator of the video.

OMG this is such a broad question. You can learn a new skill anywhere but it depends on what skill your interested in. A trade, college, or other.

Set clear goals.
Adopt a growth mindset.
Use active learning strategies.
Use different learning mediums.
Learn from someone with more experience.
Practice.
Take frequent breaks.

Online or in class room setting its your choice.
