Yes, it is very usual that you would not find any acting classes within a high school. In order to become someone who does voice overs, it's first helpful to become an actor or get experience in business and public speaking. Most actors are not solely voice over actors but some transition into doing only voice over work later on in life. There are no Internships for voice over work, you would just hone your skills and then apply for paid projects.
My advice is to not attempt doing voice overs until you know the full spectrum of the skill. There are a wide range of types of voice over work, too. Actors and voice over specialists work on cartoons, commercials, animated films, public service ads, video games, Audio Books and can also sell there voice to companies that use AI if that would be something you'd want to do but then it would limit your hiring opportunities because they'd repeatedly use the AI and there are guidelines around that set by the Screen Actors Guild but some people aren't abiding by them.
So, you see, there's a wealth of things to learn before you can be ready to start submitting a demo reel around to companies and projects. It's not something to just jump into just yet. You need training which you easily can get in your city of San Francisco at Voice One, Such a Voice and Voicetrax. Find out if they have classes for your age group.
You will also need general life experience and knowledge of various businesses and types of literature and character development if you do animation, film or television. Acting, promotions and management, advertising are some good courses to take while you are in college. Once you have a home studio set up and feel ready and are versatile, then that will be the time to start submitting your demo reels and by that time, through the college experience, you'll know just where to send your demo reels.
While in high school, speak to your guidance counselor and ask about the school's show schedule and when to audition for shows at your school in San Francisco. Sometimes these things are not posted on flyers.
