That being said in general, you really do have to contact the Foreign Student office at any college you plan to apply to to verify this and be informed of their guidelines.

The best way to go about this is to pick some universities that you are interested in and obtain the actual information and details from their website or by e-mailing someone at the University's' Foreign Student Department. In order to know how to apply you'll have to know which university you'd be going to.
