We don't have flying cars everywhere likely due to specific production limitations.

However, people are getting us closer to having them!
Three years ago, a flying car worked in a test flight in Japan. That car is called the SD-03.

It's a great question as to why we haven't gotten there yet. I think a big part of it are all the safety and regulatory factors that come into play!
