Join the local church choir, and also get vocals lessons from a pro. You need to ensure your pitch is correct and be able to modulate your voice during the singing runs. See how they do it in The Voice (TV) for example. Lots of good coaches that you can view from afar. However it's all about practice, practice and more practice to get better. You should be evaluated at some point to ensure you are headed down the road to become a singer.

I think the most important first step to becoming a good singer is to hire a vocal coach to work with you on your instrument. It's also really important you learn harmony so joining a choir or a band where you can really work on your voice methodically is critical. Of course vocals has a huge talent component but training can make an enormous difference.
