Can I apply for scholarships at my school even though I didn't get one?

You should talk to the UCI financial aid office. Every school has different requirements for scholarships and financial aid.

Muhammad, I don't believe you would be granted the scholarship money if you did not get accepted. However, if your acceptance is pending the grant should be pending according to it.
