what colleges offer the best criminology program?

According to the website College Factual, they cite UC Irvine as the best college for Criminology. Coming in second is Cal State Fresno and third is Cal State San Marcos.
You will also want to obtain information from other schools as well. The UC and CSU system is pretty much top notch (I am a former graduate of CSU Sacramento) and I don't think you'll go wrong after getting specific information from college websites or visiting in person. You may want to base your choice on cost of tuition, also. Consider which school has the best offerings for the major you want and than decide and base it on that. Whether it is a UC or a CSU, they're all good, though, and I don't think you'd go wrong with either.
No one knows what you are looking for in the way of course offerings, professor merit, tuition, size of college, so you will have to obtain information about each school you are considering. That information can be obtained on college websites as well as doing an internet search or calling or e-mailing the school. Once you choose a school, attend their orientation and get an idea of what campus life would be like.
I wish you all the best in choosing a college that you really love and pursuing a career that is most needed and appreciated.
