How to figure out what I want to do?
I want to work in the arts field. I am just struggling on what to focus in on. I have theatrical and singing training, but I have a huge passion for fine art too. I want to pursue both but I’m not sure how to balance it.

1. Find out the music or theatre related careers, eg would you like to be a musician, music artist, singer, music producer, musc composer, etc
2. Find out more on these careers and determine what you have interest
3. Speak to someone who are working in these careers. Seek guidance from your mentor, school career counselor, your parents, etc
4. Shortlist 1-2 careers you would like to pursue
5. Explore the entry criteria of relevant subjects in colleges

It's a great idea to concentrate on what you love doing. It's the stuff you'll do effortlessly and find a lot of happiness and satisfaction in. Just picture getting paid to have fun! So, focusing on your passion is definitely the way to go.

Many creatives have multiple talents. Like you, I grew up knowing I had skills across lots of different arts-related fields and felt overwhelmed that I had to choose.
A lot of answers have already covered great advice and practical steps. I don't disagree with any of them. So the only thing I'll add here is this perspective:
Don't let the decision process keep you from making a choice as if you might choose the wrong path. The only wrong choice you could make right now is to do nothing at all. This may not make sense now at the beginning of your journey, but everything you pursue will contribute to where you finally end up.
I was told a variation of this kind of advice when I was younger and it only frustrated me. I wanted to know with absolute certainty what to do, the exact steps to take, and where I was going.
Also, one of the best things you have going for you is your location. You have a rich arts scene right here in the Lehigh Valley and you're only an hour away from Philly or New York.
You've already taken a great step in reaching out to your arts community and asking the question. Congrats on asking the hard question. If you can, try to build relationships with people in the arts community. It's extremely welcoming and again, the Lehigh Valley not only has a lot of talent, but a lot of kind creative people.

It sounds like you are a multi-talented young person! Both fine arts and performing arts provide lots of avenues to explore, but combining both will not be easy. You don't say what year you are in school, so that will make a difference, but here are a few suggestions.
Take the "Desert Island" test. You are stranded on a desert island, you've lost your phone, and you could only rescue one one bag. Bag A has DVD's of your favorite musicals, CD's of your favorite singers (and a CD/DVD player with batteries), and some sheet music from your favorite show tunes. Bag B has art supplies and art books about your favorite artists. So which bag would you choose to have with you if your were stranded? Or, if you could only take ONE elective, which would you choose, art classes or music classes? Or, you're bored on a weekend afternoon, what do you reach for...a sketchbook or some sheet music to sing from? Not easy choices if you love both, but you might think about which one makes the most sense in terms of personal satisfaction and in terms of matching your skills and talents.
You should also think about potential careers in either field. There is being a fine artist or a performer, yes, but there are many other related careers in both, for example, graphic designers, gallery owner, theatre manager, talent scout, art teacher, music teacher and so on. Talk to your art teacher and music teachers for ideas. Also visit your school library and ask your librarian for help in finding websites and books on careers in the arts.
On a professional level I think it would be really hard to have careers in both fields. To be successful in either field takes a lot of energy, hard work, and education and training. But that is something you'll have to decide for yourself. Right now, keep your options open and enjoy engaging in classes and activities in art, music, and theater.
