Are there any Child Development facilities to help infants/toddlers reach milestones in their life?

I am asking this question because I aspire to be a Child Life Specialist, which is being a mentor to children and assisting babies in growing as well as life. I would like to know if there are any facilities that aid in this other than a hospital.
